Flint Hills, on February 24, shut down the 58,000-barrel-per-day (BBL/d) Continuous Catalytic Reformer (CCR) in the West Complex of its 300,000-BBL/d refinery in Corpus Christi, Texas, due to a leak. The cause and shutdown duration are unknown at this time, and the company is investigating any required repairs.

CVR Energy, on February 24, initiated shutdown procedures on five units for a 45-day maintenance turnaround at its 70,000-BBL/d Wynnewood, Oklahoma, refinery.

Pemex TRI's continues with repairs at its 270,000-BBL/d refinery in Cadereyta, Mexico. The 6,000-BBL/d Hydrofluoric (HF) Alkylation 1 Unit, 25,000-BBL/d Fluid Catalytic Cracker Unit (FCCU) 2 and the 120-ton-per-day Sulfur Recovery Unit (SRU) 5 are offline, and the restart is expected by early to mid-March. Meanwhile, the facility is operating at lower rates, with the 120,000-BBL/d Combinada 1 (Crude 1) online and running at 80,000 BBL/d, the 150,000-BBL/d Combinada 2 (Crude 2) processing at 90,000 BBL/d, and the 65,000-BBL/d FCCU 1 at 40,000 BBL/d. The rest of the processing units are being kept at approximately 63% of normal capacity.

International
PDVSA is beginning restart procedures at its 295,000-BBL/d Cardon Refinery in Venezuela, after shutting down all processing units on February 22 due to a power blackout at the company's Central de Cogeneracion Bloque E-8 plant (Ex Genevapca). The 75,000-BBL/d Crude 1, 75,000-BBL/d b/d Crude Distillation 2, 51,000-BBL/d Reformer (PLT) and associated units are to be back online, processing on-spec products, in approximately 24 to 48 hours; the 70,000-BBL/d Crude 3 and the 75,000-BBL/d Crude 4 will remain offline due to a crude oil shortage and recurrent utility issues.

Bashneft ANK OAO continues with planned maintenance at its 142,000-BBL/d Novoil-Ufa Refinery in Russia. The 20,000-BBL/d Reformer L-35-11/1000 unit maintenance was tentatively expected to be completed in late February, but the completion now is expected in late March.

Peton Invest Technology LLC, on February 11, started planned maintenance works on the 50,000-BBL/d ELOU-ABT 2.5 (II) (Crude 02) and 30,000-BBL/d ELOU-ABT 2.5 (II) (Vacuum 02) units at its 100,000-BBL/d Novoshakhtinskiy Refinery in Russia. The restart is expected by mid-March.

Naftogaz was forced to shut down its 10,000-BBL/d Shebelinsky Refinery in Ukraine due to the current conflict. The plant is expected to resume normal operations once the situation stabilizes.
