<b>Phillips 66</b> has delayed the restart of the 30,000 barrel-per-day (BBL/d) Fluid Catalytic Cracker Unit (FCCU) 29 Unit at its 146,000-BBL/d refinery in Borger, Texas. The restart now is expected January 5.
